In 2006, the EPA launched the PFOA Stewardship Program, which aimed to eliminate the compound by 2015. The major fluoropolymer makers that signed onto the initiative replaced PFOA with shorter-chain alternatives that were thought to be less bioaccumulative because they are more water soluble. For example, 3M switched to ADONA, an ammonium salt of 4,8-dioxa-3H-perfluorononanoic acid.

The agency concluded that there is no scientific basis for changing its preference to use hazard assessments developed under IRIS.

But manufacturing PFOA and certain other PFAS without notifying the EPA in advance violates a 2020 regulation under the Toxic Substances Control Act (TSCA), even if the PFAS are unintentional by-products.
